Description

Therefore, the objective of this assignment is to design and develop a detailed program plan for the National Building Energy Efficiency Program. The assignment will cover public, commercial and residential buildings, and consists of two parts:

  • To quantify the technical potential for Energy Efficiency (EE) in the building sector in Kosovo, identify cost-effective EE measures, and assess the investment needed for implementation of the identified measures and will include also a comprehensive review of the regulatory, institutional, financing, and market barriers to EE implementation and proposed actions to overcome these barriers; and
  • To design and develop a detailed program for implementation and financing plan based on the information developed in the first part.
In addition, the aim of the Study is to prepare a detailed and comprehensive plan to support the implementation of the National Building Energy Efficiency Program. One of the project deliverables is a report on the market potential for EE. This report provides a reliable data base covering the entire building stock of Kosovo to guide future decision-making in the area of energy efficiency. The task involves a review of existing data, identifying and filling data gaps and conducting Walk-Through Audits – approx. 78 overall.
