Procurement, Infrastructure and Knowledge Management Capacity Development Programme in South Africa


  • The Infrastructure Management TA will be responsible for inter alia:
  • Developing tools and implementation strategies.
  • Assisting in the coordination and implementation of the IDMS in select municipalities.
  • Developing training programmes and materials.
  • Conducting awareness raising activities.
  • Providing support to the provinces on a ‘fly in fly out’ basis.
  • Assisting Provincial Treasuries to establish and maintain peer learning communities of practice (together with the specialised knowledge management firm / individual and the Programme Coordinator).
  • Preparing roadmaps to digitalisation and innovation in smart procurement and in strategic infrastructure and services procurement.
  • Any other tasks reasonably required by the IGR and/or PMU.

Minimum requirements


  • An advanced university degree in public administration, public finance management, infrastructure management and/or fields relevant to this assignment.
  • A diploma or post-graduate qualification in infrastructure management and/or field relevant to this assignment will be an added advantage.

Professional experience and skills

  • A minimum of 10 years’ experience in infrastructure management (including planning, budgeting, infrastructure procurement, and asset management), preferably at subnational government level.
  • At least 10 years’ experience in developing learning tools and training programmes and materials and conducting training, preferably at subnational level and for a broad range of trainees. Experience in developing e-learning programmes and tools will be a distinct advantage.
  • Excellent and demonstrable understanding of law and policy governing public finance management in South Africa, particularly when it comes to infrastructure management at subnational level. Familiarity with the Constitution of South Africa, particularly in the areas of cooperative government and the powers and functions of national, provincial and local government, will be an advantage.
  • Experience in designing and/or implementing at least three activities, ideally at subnational government level.
  • Knowledge and experience implementing the Infrastructure Delivery Management System (IDMS) will be a distinct advantage.
  • Demonstrable ability to consult and engage with a variety of stakeholders, from senior national government staff to staff of municipalities.
  • Good knowledge of integrated financial, administrative, investment, procurement and IT management systems.
  • Excellent communicator in spoken and written English including ability to prepare high quality reports and conduct presentations.
  • Excellent networking skills.
  • Excellent interpersonal relation skills in an intercultural context.
  • Computer literacy (Word, Power Point, Excel). Knowledge and experience of SharePoint will be an advantage,
  • Experience in knowledge management and/or peer learning will be a distinct advantage.
  • Fluency in at least one indigenous South African language will be an advantage.
