Eptisa successfully completed the technical assistance project for implementation of the By-law on Strategic Environmental Assessment in Turkey

In this project, Eptisa supports the Ministry of Environment and Urbanization in creation of legal, institutional, administrative, technical conditions for full and effective implementation of the EU Directive 2001/42/EC on Strategic Environmental Assessment

As the latest activity of the technical assistance project for implementation of the By-law on Strategic Environmental Assessment (SEA), which has commenced on May 2014, final meeting was held on May 10 in Ankara with the attendance of approximately 200 participants from different Ministries, Provincial Directorates, universities, institutions and NGOs, among others.

The event was attended by important representatives of the government and the EU, as Prof. Dr. Mustafa Öztürk, the Undersecretary of Ministry of Environment and Urbanization; Mr. Bela Szombati, Deputy Head of the EU Delegation to Turkey; Ms. Emine Döğer, the Director of Central Finance and Contracts Unit; Mrs. Aylin Çağlayan Özcan, the Director of Directorate of Sectoral Policies of Ministry for EU Affairs; Mr. D. Rafael Mendívil Peydro, Ambassador of Spain to Turkey and Mr. Jose Ignacio Soriano Artacho, Managing Director of Eptisa, who welcomed the participants of the Final Meeting and emphasized the importance of the activities and tasks have successfully been completed during the Project.

The Team Leader, Mr. Piero Roberto Remitti, presented the activities and the achievements of the Project and informed the participants with the aim to ensure their awareness related to SEA procedure in Turkey. The representative of Ministry of Environment and Urbanization also informed participants on the Draft By-law on Strategic Environmental Assessment, which is one of the major outputs of this contract.

This technical assistance is mainly devoted to support the Ministry of Environment and Urbanization, together with all SEA key actors and stakeholders from the public and private sectors, as well as from Civil Society, in creation of legal, institutional, administrative, technical conditions for full and effective implementation of the EU Directive 2001/42/EC on Strategic Environmental Assessment, and introduction of SEA procedures in the Turkish planning system. Within this unique objective, the project developed integrated initiatives along three main directions:

  1. Implementation of SEA pilot process to Plans and Programs in 4 selected sectors (water management, renewable energy, agriculture and regional development), and drafting of related sector SEA guidelines. It has carried out a scoping analysis for each sector, by establishing a strict collaboration between the SEA project team and the planning teams from the competent Ministries and Institutions.
  2. Identification of sound and effective process for SEA Directive Transposition in Turkey. A number of Analysis Reports on the Environmental Impact Assessment and SEA systems adopted in various EU Member Countries have been reviewed to help looking into the legal framework and related institutional set up, paving the way for an effective transposition mechanism of the SEA EU Directive, supported by revision of the draft By-law.
  3. Capacity building on the central and local level, as well as in key sectors, mainly through organization of trainings and site visits. Three Study Visits in EU countries are included, plus a number of targeted training and awareness increasing initiatives all around the country.

This project, where the project duration is given as two years, is completed on time with the satisfaction of all concerned parties and the tasks expected from the Consultant have been fulfilled with high quality outputs/deliverables.
