The new irrigation development strategies will support the development plan and food security goal of the government of Philippines

Eptisa continues its expansion strategy throughout South East Asia with the recent award of the contract 10-year Irrigation Development Master Plan and the National Irrigation Administration (NIA) Corporate Plan 2016-2025, financed by the World Bank and to be implemented in association with Schema Konsult Inc.

The purpose of the consultancy is to formulate irrigation development strategies that support the development plan and food security goal of the government and based on this development of a 10-Year Irrigation Development Master Plan and NIA Corporate Plan 2016-2025.

The project will cover the establishment of irrigation development baseline data and information; formulation of the irrigation development and management strategies, development of a 10-Year Irrigation Development Master Plan and finally the development of the NIA (National Irrigation Administration) Corporate Plan to include short and long term strategies.

For the establishment of the irrigation development baseline data and information, Eptisa will review, validate and confirm existing service area and status of all irrigation systems with the definition, identification and mapping of the units of work by municipal/provincial level and develop the information system with all the associated indicators. All the information will be loaded in a Geographic Information System. In this phase the consultancy also covers the analysis and validation of potential viable irrigable areas by acceptable criteria like technical viability, projected water demand and market access, etc.

The irrigation master plan includes priority list and location of projects, physical targets, investment requirement, outputs and outcomes, risk and assumptions. The expected result is a clear strategy to implement the plan and its priority projects, identifying the following information of each unit of work: (a) Description of the projects, indicating their characteristics (basic parameters) and purpose broadly. If appropriated, the phases that must be executed previously. (b)) Cost of the project, which integrates investment cost and operation and maintenance cost. (c) Expected effectiveness (d) Promoter and financing Entities. (e) Deadline of the implementation (f) Lifetime.(g) Affected territory. Eptisa will prepare annual investment requirement considering indicative investment ceilings and absorptive

The assessment to prepare the NIA Corporate Plan shall analyse the current position of the agency and prepare long term and short term operational strategies: project development and implementation, operation and maintenance of irrigation systems, and corporate financial operations, in order to develop the 10-years irrigation master plan.

The consultancy services include a capacity building program to the target groups, training material and methodology.

This new project is yet further proof of Eptisa’s strategic commitment with the Philippines and Southeast Asia Region. This is Eptisa’s second contract in the country and currently our firm has experience in the Philippines, Vietnam and Lao PDR within Southeast Asia. These projects are expected to be the foundations of Eptisa’s long term plans not only in the Philippines, but also in SEA Region.
