Eptisa will provide specialized technical assistance to the Government of Honduras to promote a better grade of Social Cohesion

The program will be implemented until 2015 and involves a great number of State Institutions and Organizations related to civil society

Eptisa in consortium with ICON Institute (Germany) and Aenor (Spain) has been awarded a new program titled “Specialized Technical Assistance for the Support Program to the Public Administration and the Regional Integration (SPARI)” in Honduras that will last 4 years.

Eptisa will provide technical assistance to support the State of Honduras in promote a better grade of Social Cohesion through the reinforcement of the State Institutions and of other organizations in the civil society involved, directly or indirectly, in the implantation of development strategies linked to the reduction of poverty, the social protection and the improvement of public budget management.

The Program will promote a better use of the socio-economic opportunities offered by the regional integration process and the Association Agreement European Union – Central America, through the reinforcement of the competent State institutions in regards with the commercial policy and the Small and Medium Enterprises capacities improvement support.

The consortium leads by Eptisa will provide specialized technical assistance to SPARI offering, among other services, consulting for the decentralization process development started by the Government of Honduras and technical and legal consulting for the laws, norms, regulations and other regulating documents in the water and water treatment sector as for the quality of products.

Likewise, it will carry out the elaboration of strategic and operational plans, as well as methodological manuals, the determination of organizational structures and drafting of functioning manuals, of rules of procedures and documents as well as the collection, tabulation, data analysis system conception for the concerned sectors.

The consortium will also provide support for the preparation of reports that contribute in increasing the value of eligibility general conditions for budget support from the European Commission; in developing training plans for the human resources department of concerned institutions and the definition and enforcement of mechanisms and tools enabling the development of the Civil Service Act and its effective implementation.
