The World Bank has awarded Eptisa a new technical assistance project to develop a National Housing Strategy in Djibouti.

This contract builds on the results of seismic and flooding vulnerability and risk assessment in Djibouti. The objective of this project is to improve the building standards and housing conditions in the country, to include risk management considerations and make safe housing affordable through the development of a guide for house self-construction and the revision of the Djibouti building code.

During six months Eptisa will check on the field the practice of self construction by visiting sample sites with representative building types. On-going works and construction must be also visited and meetings with small construction companies, workers, architects, engineers need to be realized in order to obtain a realistic view of what has to be improved in the self construction processes.

An analysis of the legal framework practices in land use management and planning will be undertaken as well as the earthquake resistant building practices. Strengths, weaknesses and gaps in the existing legal and technical framework will be identified. The conditions and context of the earthquake engineering code application will be analyzed to identify the conditions for a better application. Therefore, using the assessment of existing legal framework and practices, recommendations will be provided on how to integrate the available hazard exposure knowledge in a new type of regulations similar to the French “Plan de Prévention des Risques”.

Djibouti is vulnerable to a range of natural hazards heavily affecting the country’s economic growth and sustainable development. Approximately 33% of its population lives in high risk areas, mostly in urban areas - and 35.3% of the economy is vulnerable to natural disasters.
