First project in Cambodia to prepare for and manage disaster risks linked to floods and droughts

During 24 months Eptisa will strengthen the recently established National Flood Forecasting Center to enhance its capacities for the managing floods and droughts

The Ministry of Water Resources and Meteorology of Cambodia (MOWRAM) awarded to Eptisa its first contract in the country to provide assistance to National Flood Forecasting Center (NFFC) under MOWRAM and improve hydraulic design standards during next 24 months.

The project is part of the GMS Flood and Drought Risk Management and Mitigation Project which supports Governments of the region to undertake structural and non-structural measures to prepare for and manage disaster risks linked to floods and droughts. The project main objective is the strengthening of NFFC and the improvement of national and regional coordination on managing floods and droughts.

Eptisa, among other activities, will assess the hydro-meteorological network and data acquisition system required for flood forecasting and early warning in Pursat Basin and mainstream Mekong and to implement priority network and data acquisition improvement activities. It will also assist in the preparation of specification for procurement of equipment, instruments and tools for the NFFC, develop and pilot an operational strategy for disseminating nationwide flood forecasting and early warning at the community level; and provide necessary trainings and capacity development for sustainable operation of the NFFC including on-the-job training and recommendations of the institutional setup of the NFFC.

Moreover, Eptisa will performance risk assessment of impact of floods and droughts with different probabilities, evaluation of residual risk under varying degrees of protection, and comparison of flood and drought hazards with the standards currently applied.

Finally, Eptisa will develop design criteria for structural flood and drought control in the Mekong area (and elsewhere) in Cambodia; and will provide guidelines for climate resilient design of structures in the Mekong area (and elsewhere) of Cambodia.

This is the second assignment of Eptisa under the GMS Flood and Drought Risk Management and Mitigation Project since a similar assignment was started in 2014 in Laos. Furthermore this is our first project in the country, but the fourth ADB financed project in the Greater Mekong Subregion, and a new milestone in our consolidation process in Southeast Asia, where we started working in 2011 in Vietnam.

Eptisa currently counts on a Regional hub located in Manila that allows us to be close to our clients, a key element for our success in the region, where we have signed a total of six contracts in the period 2014-2016. We deeply believe that our international experience combined with our local approach will continue bringing new achievements to Eptisa in the near future.
