The Resident Engineer will be responsible for supervision of construction activities in the town of Kutaisi. The Resident Engineer should have a Degree in Civil Engineering, or similar qualification, and 15 years’ experience in the implementation of large-scale water supply and sanitation projects, construction of water transmission mains and distribution networks, sewerage networks and wastewater treatment plants. He should have 7 years’ experience in developing countries and CIS countries. Skills in human resource management, previous experience on ADB projects and familiarity with ADB Guidelines, and a working knowledge of FIDIC contracts, particularly the MDB harmonized edition, would be advantageous. A post graduate qualification in construction or project management would be an advantage but is not essential. He should be fluent in English.

Details Tasks Assigned:

- Supervision of construction activities in the town of Kutaisi

- Assist the Team Leader in the overall management.

- Monitor the activities of the Assistant Resident Engineer, Inspectors and other specialist staff, and of counterpart staff assigned to the project by the UWSCG (United water supply company of Georgia).

- Assist in critical review of the Employer’s detailed design and reporting on any issue arising.

- Review the Contractor’s Tender Design, and Detailed Design during the construction period.

- Monitor the contractor’s compliance with the approved designs, specifications and other contract document.

- Ensure that health and safety issues are fully addressed of both construction and operations stages.

- Maintain records of the Contractors plant, equipment and materials.

- Review and approve or reject the Contractor’s designs and proposals for variations, temporary works and construction methods subject to the authority delegated to him, or make appropriate recommendations to the Engineer Issue progress reports and assist in preparation of other reports and presentations as required. Monitor compliance with safeguarding and environmental requirements.

- Monitor and observe testing of materials, workmanship and plant on or off site and request and inspect test certificates for compliance with the specification or Employers Requirements and to ensure fulfillment of the contractor’s obligations including tests on completion, and report to the Engineer.

- Participate as requires on site or elsewhere in Georgia at construction site meetings, UWSCG’s meetings with senior government bodies funding agencies or similar.

- Assess contractor claims and assist in the amicable resolution of disputes.

- Assist in the measurement of works, verification of contractor’s invoices and prepare certificate for payment.

- Monitor performance of the works during the Defects Notification Period and prepare snagging and remediation reports.

- Provide on the job training to relevant stakeholders to strengthen supervision and overall management capacity.
