Institutional Support for the Strengthening of the Haitian State (SBC)

Strengthening governance and public management in fragile contexts

Within the framework of the State Building Contract, this project aims to strengthen the Haitian state’s capacities in three priority areas: public finance management, public administration reform and improvement of the education and vocational training system.

Key objectives:
  • Improve transparency and control of public spending
  • Support the modernization of the administration and civil service.
  • Strengthening the institutional capacity of the Ministry of Education
  • Promote the production of statistical data and monitoring of the SDGs.
Expected results:
  • Improvement of financial management according to PEFA standards
  • Implementation of a new civil service system
  • Strengthening the follow-up of the Haitian Strategic Development Plan (PSDH)
  • Effective coordination with technical and financial partners
  • Preparation of reports and disbursement dossiers for budget support
Role of Eptisa:

Eptisa provides direct technical assistance to beneficiary institutions, including sector analysis, inter-institutional coordination, mobilization of experts, follow-up of reforms and support in the development of monitoring and evaluation tools.

Impact:

Direct contribution to the institutional consolidation of Haiti and the strengthening of key public policies in a context of fragility, promoting sustainability and transparency in state management.
