With over 25 years of international experience, Serdar Hakkaçırmaz has built a distinguished career across Central Asia, Southeast Asia, the Middle East, Türkiye, and Africa delivering excellence in building and infrastructure projects ranging from water, wastewater, and roads to energy, railways, and institutional development.
Coming from a contractor background and advancing into consulting engineering, he has specialized in FIDIC-based IFI-funded projects as a Procurement and Contract Expert.
He has been a member of the FIDIC Business Practice Leadership Committee (BPLC) January 2020-Sept 2023 and active member of Dispute Resolution Board Foundation (DRBF), contributing to the evolution of global standards in engineering and contract management.
ince April 2017, he has held a leadership position at EPTISA Servicios de Ingeniería, S.L. for over 18 years, he has been serving as the Country Director of EPTISA Türkiye, playing a key role in shaping the company’s strategy, operations, and growth in the region.
In addition to his executive responsibilities, he continues to provide high-level consultancy on business development and project management for a wide range of infrastructure and technical assistance projects across Türkiye and Central Asia, supporting both public and private sector initiatives with strategic guidance and technical insight.
How would you define your leadership style?
I would define my leadership style as collaborative, strategic, and empowering.
Over the past 25+ years in the infrastructure and consulting sectors, I’ve learned that successful leadership requires a balance between technical competence, clear communication, and the ability to adapt to diverse cultures and project environments.
As the Country Director of EPTISA Türkiye for more than 15 years, I have led multidisciplinary teams across various geographies, encouraging ownership, innovation, and accountability. I strongly believe in mentoring emerging professionals, building trust-based relationships, and aligning team efforts with both project goals and long-term institutional vision.
I also value results-oriented leadership, where I focus on measurable outcomes, proactive risk management, and building strong partnerships with clients, stakeholders, and development institutions.
In recent years, I have placed even greater emphasis on the sustainability of environmental solutions, ensuring that climate-conscious and resource-efficient approaches are not only considered but embedded as key factors in the design and implementation of our projects. I view sustainability not as a trend, but as a responsibility one that leadership must champion through both strategic choices and on-the-ground practices.
What role do you think Eptisa should play in global challenges such as climate change, digitalization, and sustainable mobility?
EPTISA, as a multidisciplinary engineering and consultancy company with a strong international presence, is uniquely positioned to contribute meaningfully to global challenges such as climate change, digitalization, and sustainable mobility.
In my view, our role should be both proactive and transformative not just responding to these global shifts but actively shaping solutions that promote long-term resilience and impact.
When it comes to climate change, we must prioritize climate adaptation and mitigation components across all infrastructure and environmental projects. From nature-based solutions to low-carbon engineering, EPTISA should continue integrating sustainability into project design, implementation, and monitoring.
In digitalization, we should lead the modernization of infrastructure and public services through smart technologies, data-driven planning tools, and capacity building in digital transformation especially in regions where digital infrastructure is still developing.
Regarding sustainable mobility, EPTISA should leverage its expertise in transportation systems to support multimodal, low-emission, and accessible mobility projects that align with the global green transition and urban sustainability goals.
Ultimately, our strength lies in combining technical excellence with local understanding and we must continue delivering solutions that are not only technically sound, but also inclusive, forward-looking, and environmentally responsible.

What I value most about my team is their diversity, dedication, and collaborative spirit.
Working in international infrastructure and consultancy projects across multiple regions requires a team that not only brings a wide range of technical expertise but also embraces cultural diversity and adaptability. This diversity strengthens our problem-solving capabilities and innovation. Beyond skills, I deeply appreciate the team’s commitment to excellence and their willingness to go the extra mile to meet project goals and client expectations.
Most importantly, the team operates with a collaborative mindset openly sharing knowledge, supporting each other, and aligning efforts toward common objectives.
